CONTRACTS MOBILIZATION AND COMPLIANCE MANAGER

INTRODUCTION
As donor and contractual expectations and requirements become more commercially focused, the Nigeria office of Save the Children UK is changing the way it bids for opportunities and adapting its systems. Supported by Save the Children UK’s London and Regional offices, the [role title] will support this process by working on budget design for commercial proposals and developing the financial and operational aspects of the Nigeria Office. The role will ensure that projects can function at a high level of quality while delivering high quality, value for money services. The role will require liaison with contractors, project consortium organisations and other Save the Children Alliance members to ensure projects can operationally function.

The Contracts Mobilization and Compliance Manager will also be responsible for managing project contractor relationships and supporting the Country Director in the transition of successful proposals into implementation plans and functioning projects.

DESCRIPTION OF DUTIES

BUDGET AND SYSTEMS DEVELOPMENT•Take a lead in high quality and robust project budget design, development and analysis to support bids to institutional donors and major philanthropic donors. Respond to iterative project development process, by adjusting budgets and analysing financial and commercial proposals within short timeframes.
•Develop and present analytical and complex project and programme budgets linked to operational and project delivery planning, milestones, outputs and technical proposals.
•Working with the Regional Finance Manager and drawing advice from the Contracts Mobilisation Officer in the UK-based Government Partnerships team, analyse commercial arrangements and reflect this in budget design. This will include pricing in tenders, ensuring they align with technical proposals and Save the Children standard financial protocols.
•Analyse, revise and re-present financial data in alternative spreadsheet formats, as required by donor application processes, consortium partners and contract reporting schedules. In doing so, maintain integrity of information and transparency in calculations and assumptions.

•Ensure country-level practises promoting value for money are demonstrated in project plans and budgets, updating and adjusting them in response to negotiations with donors, partners and project consortium members.
•Complete assessments of systems readiness in respect of commercial contract compliance. Work alongside the Grants and Finance Manager to establish and/or modify project, programme and financial systems for operating under commercial contracts, on an ongoing basis and in response to donor and contractual requirements
•Liaise with Save the Children members and the International Programming Unit to understand organisational and donor requirements and translate this into changes to systems at the Country Office level in the mobilisation of projects. www.nigerianbestforum.com
•Implement, track and monitor processes for tracking and attributing expenditure to projects to meet new contractual requirements. Develop systems for recording and monitoring staff time spent on projects and translate this into fee-rates attributable to contracts.
•Coordinate commercial proposals/cost proposals in response to tenders and requests for proposals, including budgetary information and narrative demonstration of budgeting principles.

STAKEHOLDER RELATIONSHIPS
•Use excellent interpersonal and communication skills to work with Save the Children Alliance members. Develop collaborative working relationships, communicating effectively at distance.
•Represent the Nigeria office in discussions with Save the Children Alliance members and the International Programming unit in respect of proposals and systems development, acting as the key communications conduit for commercial and financial proposals.
•Work alongside project consortia members to agree inter-organisation financial arrangements, ensuring transparent systems are in place to report effectively against contractual requirements.

CONTRACTOR MANAGEMENT
•Support the Human Resources Manager in the hiring of short-term contractors, negotiating rates, agreeing specification of works and time schedules, in line with project proposals and Save the Children policies.
•Manage contracts with short-term contractors, monitoring the quality of work provided and tracking associated costs to relevant projects.
•Manage travel, accommodation and expense arrangements for international project consultants.

SKILLS/EXPERIENCE

•Ability to think and plan strategically with substantial experience in developing and presenting analytical complex project and programme budgets.
•Degree level qualification or equivalent experience in a financially focused discipline.

•Rigorous, methodical problem solver with ability to analyse financial information, develop options analyses and evaluate budget structures.
•Strong computer skills, with experience of Microsoft Office applications and detailed knowledge of Excel and project/financial management systems.

•Experience of working in large, complex organisations, with a flexible approach to communications with individuals at different levels taking into account cultural and language differences.
•Demonstrated skills and success of securing big bids and commercial contracts
•Demonstrated skills and success on leading on developing financial side of commercial bid
•Proven practical experience of developing and maintaining mechanisms to effectively manage large contracts and ensure value for money , efficiency and compliance
•Knowledge and experience of working in West Africa or fragile states.
•At least two years experience in a relevant sector
•Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels.
